The U.S. Government (Section 101(a)(42) of the INA, amended) defines a refugee as any person who is outside of his or her country of origin and is unwilling or unable to return to his or her home country due to a well-founded fear of persecution on account of race, religion, nationality, membership in a particular social group, or political opinion.

RSC/Nairobi will provide processing services to refugees who meet this definition and are eligible under Priority 1, 2 or 3. RSC/Nairobi also processes Visas 92/93 applications submitted on behalf of beneficiaries in Kenya wishing to join applicants who are already resettled in the United States.
